William Harvey was born in Devon, in December 1871. He joined the Royal Navy as a Boy 2nd Class in December 1889, and advanced to Able Seaman in December 1897. Harvey advanced to Chief Petty Officer in January 1905, and served with H.M.S. Hecla, May 1905 - March 1906 (awarded L.S. & G.C. in September 1905).

Harvey was ‘Shore Pensioned’, and transferred to the Royal Fleet Reserve in February 1912. He served during the Great War, including at H.M.S.
Columbine (Torpedo Boat destroyer base), Port Edgar, Queensferry, Scotland, February 1915 - April 1916.
