Percy Vernon Fry was born in Horsecastle, Yatton, Somerset and was a resident of Clevedon. He served during the Great War with the 1st Battalion Oxfordshire and Buckinghamshire Light Infantry in the Hedjaz theatre of operations from 5 December 1914. The Battalion served as part of the 17th (Ahmednagar Brigade), 6th (Poona) Division in the campaign against Turkish forces in Mespotamia. They took part in the march to Kut-al-Amara, and subsequent battle for Kut in September 1915. The Battalion was engaged in the battle of Ctesiphon at the end of November, and the retreat to Kut the following month.

The 1st Battalion Oxfordshire and Buckinghamshire Light Infantry were part of the force besieged at Kut, with most of the Battalion taken POW at the fall of the garrison, 29 April 1916. Fry died in India, 4 August 1916, and is commemorated on the Madras 1914-1918 War Memorial, Chennai, India.
