Louis Maurice Foster was born on 6 February 1864, and was first commissioned into the Royal Inniskilling Fusiliers on 6 February 1884. He was appointed to the Indian Army on 14 November 1885 and posted to the 28th Bombay Native Infantry; Captain, 6 February 1895; Major, 6 February 1902; Lieutenant-Colonel, 3 March 1907; Commandant, 121st Pioneers, 4 March 1907; retired 29 April 1910. Lieutenant-Colonel Foster died at Eastbourne on 13 July 1919.

Served with the Chin-Lushai Expeditionary Force in 1889-90 (Medal with Clasp). Served in the campaign on the North West Frontier of India under Sir William Lockhart in 1897-98 with the 28th Bombay Infantry, and took part in the operations of the Mohmand Field Force, including the engagement at Badmanai Pass and the capture of Jarobi (Mentioned in despatches); also with the Tirah Expeditionary Force, including the operations in the Maidan and the march down the Bara Valley (Medal with two Clasps).
