James Rowe was born in Preston, Lancashire, on 30 April 1895, and joined the Royal Navy as an Ordinary Seaman on 3 March 1915. He served during the Great War in H.M.S. Spanker, and was advanced Able Seaman on 1 April 1916. He subsequently served in the Yangtze River Gunboat H.M.S. Bee from 28 July to 7 September 1919, and was shore demobilised on 7 April 1920, joining the Royal Fleet Reserve the following day.
