Joseph Heaps was born in Dublin, and attested there for the Royal Dublin Fusiliers on 20 February 1891, having previously served with 4th (Militia) Battalion, Royal Dublin Fusiliers. He deserted in January 1893, and was subsequently convicted of fraudulently enlisting in 2nd Battalion Royal Highlanders and imprisoned for 84 days. Having returned to the Regiment, he was convicted by civil powers for malicious injury on 22 May 1894 and imprisoned for 24 days. He served with the 2nd Battalion Royal Dublin Fusiliers in the East Indies and in South Africa, and was discharged to the Army Reserve in October 1903, returning to live at Lower Gloucester Street, Dublin.
