Sir James Hamlyn Williams, 3rd Baronet, was born on 25 November 1790, the son of Sir James Hamlyn Williams, 2nd Bt., and his wife Diana, and was educated at Winchester College. He was commissioned Ensign into the 7th Hussars on 23 May 1809, and promoted Lieutenant on 27 December 1810, and Captain on 8 April 1813. He served in the Peninsular as Aide-de-Camp to Major-General Sir Henry Clinton, who commanded the 6th Division, from January to March 1814, and was present at the Battle of Orthes, 27 February 1814, and the Battle of Toulouse. He received his Majority in 1821, before resigning his Commission in 1823.

Sir James married Lady Mary Fortescue, daughter of the 1st Earl Fortescue, on 15 February 1823, and succeeded his father as 3rd Baronet of Edwinsford, in the County of Carmarthen, and of Clovelly Court, in the County of Devon, on the latter’s death on 3 December 1829. In later life he represented Carmarthenshire as their member of Parliament from 1831-32, and again from 1835-37; and subsequently served as High Sheriff of the County from 1848-49. He died, heirless, on 10 October 1861, and the Baronetcy became extinct.
