William Frank Taylor was born at Brighton, Sussex, on 30 September 1904, and joined the Royal Navy on 31 July 1920, as a Boy 2nd Class serving in H.M.S. Impregnable. Promoted Able Seaman on 3 October 1923, he was awarded his Royal Navy Long Service and Good Conduct Medal on 4 October 1937. He served during the Second World War in H.M.S. Rockingham, and was Mentioned in Despatches (London Gazette 1 January 1944). He received a Second Award Bar to his Long Service and Good Conduct Medal on 23 September 1952.
