David Sparks was Chairman of Ladysmith Town Council, 1890-94 and 1897-98. In 1899 Ladysmith was proclaimed a Borough and elected its first Mayor. Sparks served as a Lieutenant in the Natal Carbineers throughout the siege and was elected as Mayor of Ladysmith, 1902-04, and again, 1907-08.
