Arthur Charles Stephens was bon on 7 February 1879 at Plymouth, Devon, and joined the Royal Navy as Boy 2nd Class serving in H.M.S. Impregnable on 15 August 1894. He transferred to H.M.S. Theseus on 13 May 1896, and was advanced Ordinary Seaman on 7 February 1897. Promoted Able Seaman, whilst serving in H.M.S. Arrogant, 1 April 1898, he died of disease at Plymouth Hospital, 30 June 1912.
