Joseph Dodds (1819-91) was born at Winston, co Durham, and after his early education was employed in the offices of Bayley and Newby, solicitors, of Stockton. By 1851 he had established his own practice and in 1852 was elected to Stockton Town Council. He served as mayor of Stockton in 1857 and in the following year became chief clerk to the Tees Conservancy Commissioners and was, at other times, clerk to the Stockton Local Board and to the Stockton and Hartlepool Highways Board. He was also connected with the iron industry, representing Stevenson, Jaques and Co (Acklam ironworks) in 1864, and the Darlington Ironworks. In 1872 he was chairman of the North Yorkshire Ironworks and was a large shareholder in the Bowesfield Ironworks and the Stockton Forge, while maintaining an interest in the coal mines at Bearpark, Mainsforth and Hutton Henry. In 1868 he became Liberal MP for the new constituency of Stockton-on-Tees, but resigned the seat in 1888. In 1889 he was struck off the list of solicitors for fraud and he died in December 1891.

Stockton racecourse, also known as Teesside Park, was situated at Mandale Marshes, within a loop on the Yorkshire side of the river Tees. The course was opened in September 1855 and was well patronised until the 1930s; it closed in June 1981 and the site is now a shopping centre
