William David Barnard, auctioneer, valuer and general agent, Cashel street, Christchurch, a Jewish emigré from Birmingham, was elected a member of the first Christchurch borough council in March 1862, serving until December 1866. Apart from co-owning the White Hart Hotel, Barnard held regular weekly sales of horses and livestock and his horse repository was the venue for a number of public functions. In March 1867 he was one of the founders of the Canterbury Brewing, Malting & Distilling Co but he suffered a huge financial loss in a fire in December 1870 because his premises were uninsured.
