Albert Victor Barker was born in 1897 in Ipswich, Suffolk. He enlisted into the Royal Navy in 1913 as a Boy 2nd Class. Promoted Boy 1st Class in 1914, Ordinary Seaman in 1915 and Able Seaman in 1916, he served abaord the cruiser H.M.S.
Bonaventure from June 1915 - October 1916. Promoted Petty Officer in 1923, he attained the rank of Master-of-Arms in 1936. He was pensioned in 1938 but rejoined the Service the following year and served throughout the Second World War as Master-at-Arms.
