William Goodwin was born at Longton, Staffordshire, on 20 April 1897. He joined the Rochdale County Borough Police in 1921, after service in the Great War with the North Staffordshire Regiment. He was twice commended for his conduct, once for the discovery of a fire in March 1923, and again, in February 1938, for the apprehension of five motor-car thieves. He received his bronze medal in 1941 and his silver medal in 1948.
