Charles Fullerton was born at Portsea, Hampshire and joined the Royal Navy as a Boy 2nd Class in January 1852, aged just 13 years. Appointed to the Arrogant in September of the same year, he went on to witness active service in the Baltic operations of 1854-55, and was advanced to Ordinary Seaman in August 1857 and to Able Seaman in August 1860. Latterly qualifying as a Seaman Gunner 2nd Class, Fullerton ended his career as a Quarter-Master at Portsmouth Naval Barracks in August 1874, the same month in which he received his L.S. & G.C. Medal.
