William Eric Merrill was born on 29 August 1892, and served in the ranks of the Hertfordshire Yeoamnry from 5 August 1914 until 4 November 1917, including operations in Egypt, September 1914 to June 1916, and in Mesopotamia, April 1916 to February 1917. He was commissioned as Second Lieutenant in the Indian Army, 15th Lancers, on 5 November 1917, and attached to the 37th Lancers (Baluch Horse), from 14 March 1918, at Kohat. Attached Supply & Transport Corps, 25 September 1922; Temporary Adjutant at Rawalpindi, 1921-22; returned to 15th Lancers, 24 March 1923, and promoted to Captain, 24 April 1923; served with Government of India Cantonments Department at Multan, 1929, and Peshawar, 1930; appointed Assistant Inspecting Officer in 1933, and promoted to Major on 24 April 1936; on special duty as Military Estate Officer, 1938; promoted to Lieutenant-Colonel on 24 April 1944.
