James Purnell was born at Dursley, Gloucestershire, and served with the 3rd Glosters before enlisting into the 20th Hussars on 24 December 1884. He served in Egypt from October 1885 until January 1895, including the actions at Gemaizah in 1888, and at Toski in 1889. He transferred to the Military Mounted Police as a Lance-Corporal in February 1891 and subsequently served in India from September 1895 until November 1897, being discharged on the 9th of that month. His discharge papers note that he re-enlisted for the 10th Hussars on 10 April 1900. The 20th Hussars received 61 medals with these two clasps.
