Howard Cleveland joined the Royal Navy as Assistant Clerk on 15 January 1878 and was Assistant Clerk of Boadicea during the Zulu war of 1879; Assistant Paymaster of Turquoise during the naval and military operations in the eastern Soudan, at Suakin, 1884-85; and served with the naval brigade landed with the army during the operations in Burma 1885-87; Paymaster of Racoon and present at the bombardment and capture of the Sultan of Zanzibar’s Palace on 27 August 1896 by the Squadron of Rear-Admiral H. H. Rawson, C.B.; Paymaster of Thetis on station at Cape Colony. He was promoted to Fleet Paymaster in February 1902, and retired in December 1919. He was granted a disability pension in lieu of retired pay from 11 June 1921.
