Charles Lowe was born in Chatham, Kent on 5 October 1871. A Driller by occupation, he enlisted into the Royal Navy as a Stoker 2nd Class on 22 July 1891. He was promoted to Stoker in May 1892 when at H.M.S. Pembroke; Leading Stoker 2nd Class in December 1897 and 1st Class in January 1899 when at H.M.S. Pembroke II; Acting Chief Stoker in June 1902 and Chief Stoker in June 1903 when at H.M.S. Pembroke. Served on H.M.S. Sappho, August 1900-September 1901. Lowe was pensioned ashore in July 1913 and joined the Devonport R.F.R. in October that year. Recalled for the war, he served on the mercantile fleet auxiliary Zaria, March 1915-February 1919. Demobilised in August 1919. With copied service papers.
