William Moore was born in Nottinghill, London. A Fishmonger by occupation and a member of the 3rd Battalion Royal Fusiliers, he attested for regular service with the Royal Fusiliers on 8 February 1892, aged 18 years, 6 months. Appointed a Drummer in October 1895 but reverted to Private in September 1898; appointed Drummer once more in August 1901, a rank he held at his discharge on 7 February 1913. He served overseas in the East Indies, December 1893-December 1900, Burma, December 1900-November 1903, and East Indies, November 1903-December 1904. Awarded the L.S. & G.C. in October 1910 - this being his only medallic award. With copied service papers.
