William Edgar Howard-Flanders was born in Tunbridge Wells on 20 January 1894. As an Undergraduate at Oxford University, he enlisted into the R.N.V.R. on 24 September 1914, his address being Tyle Hall, Sachingdon, Essex. As a Leading Mechanic he entered the R.N.A.S. in March 1915. He served on Campania, March 1915-March 1916. He was discharged in August 1917 in order to take up a commission in the Territorial Force.

Probationer 2nd Lieutenant William Edgar Howard-Flanders was confirmed in his rank in the Royal Engineers on 1 November 1918 (
London Gazette 31 October 1918); he was appointed a Lieutenant in the Essex Fortress Engineers, 26 February 1919 (London Gazette 4 April 1919). He relinquished his commission whilst retaining his rank on 30 September 1920 (London Gazette 17 January 1922).

In September 1945, as Chief Registrar of the Supreme Court and Administrator-General of Cyprus, he was appointed Puisne Judge of the Supreme Court of the Colony of Mauritius (
London Gazette 5 October 1945). As a retired Judge, living at 50A Cornet Street, St. Peter Port, Guernsey, he died on 10 October 1971. His elder brother, Richard Leonard Howard-Flanders, was an aircraft designer, variously working for A. V. Roe and Vickers. With copied research.
