Arthur Carpenter was born in Haggerton, Middlesex on 16 August 1868. A Lace Maker by occupation, he entered the Royal Navy as a Boy 2nd Class on 1 January 1885, being advanced to Boy 1st Class in June that year. He was promoted to Ordinary Seaman when on
Agincourt in August 1886 and to Able Seaman when on the same ship in October 1887. He served on Barrosa from August 1894 until August 1896 when he left the service. The East & West Africa Medal was his only medallic award.
