William Deegan was born in Bradford, West Yorkshire. A Labourer by occupation, he attested for the Lancashire Fusiliers at Bury, Lancashire on 26 April 1892, aged 19 years. With the regiment he served in India, November 1893-January 1898; Egypt, January-October 1898; Crete, October-December 1898; and Malta, December 1898-September 1899. Transferred to the Army Reserve in September 1899, he was soon recalled to service in South Africa, December 1899-September 1902.

In addition to the above he was awarded the Queen’s Sudan Medal; the Khedive’s Sudan Medal with clasp for Khartoum and the King’s South Africa Medal with two clasps. With copied service papers.
