Frederic John Hayward was born in Lower Weston, Somerset, on 25 June 1905. Educated at Somerset County and Technical Schools, he was then employed as a Railway Engineer, being apprenticed to the Somerset and Dorset Railway, 1921-26. In 1929 he went overseas in the Colonial Service and entered the Gold Coast Railway in the Locomotive Branch. He attained the position of Assistant Works Manager in 1937.

Granted a commission in the Gold Coast Defence Force prior to 1931, he was appointed a Captain in the Gold Coast Regiment, W.A.F.F. in August 1939. For his long service Captain Hayward was awarded the Efficiency Decoration (Gold Coast), published in the
Gold Coast Gazette of 13 June 1942. That he was awarded the G.VI.R. 2nd issue indicates that he was awarded the Decoration some time after the war. For his further long service he was awarded two clasps, these notified in the Gold Coast Gazette of 16 October 1954.
