Francis Carter was born in Thornton, Lancashire on 15 November 1876. Entering the Royal Navy in February 1899, he attained the rate of C.E.R.A. 2nd Class in 1911 and was promoted to Artificer Engineer in August 1914. Awarded the L.S. & G.C. in 1914. He was serving aboard the old battleship Bulwark, moored on the River Meday, near Sheerness, when, in the afternoon of 26 November 1914, a catastrophic internal explosion destroyed the ship. Of the 750 men on board, only 12 survived. His name is recorded on the Portsmouth Naval Memorial. He was the husband of Mabel Jane Carter of 85 Somers Road, Southsea, Portsmouth.
