William Brown was born in Middlesborough, Yorkshire on 10 January 1872. A Fitter & Turner by occupation, he entered the Royal Navy as an Acting Engine Room Artificer 4th Class on 2 March 1896, attaining the rank of C.E.R.A. 1st Class in March 1908. He served on the protected cruiser Perseus, March 1909-25 May 1910, seeing service in the Persian Gulf. During the Great War he served on the light cruiser Chatham, December 1912-February 1916. Chatham had an eventful first few years during the war, being involved in the pursuit of the Goeben and Breslau and operations against the Königsberg, 1914/15; in 1915 she was flagship of Rear-Admiral John de Robeck, who commanded the fleet overseeing the landings at Sulva Bay, Gallipoli. In 1916 she was posted to the 3rd Light Cruiser Squadron of the Grand Fleet but on 26 May 1916 she struck a mine and had to be repaired. Brown later served on the battlecruiser Repulse, August 1916-June 1918 and August-December 1918. He was demobilised on 10 February 1919. With copied service paper.
