Norman Goodford Cholmeley was born on 5 May 1863 and educated at Charterhouse and Balliol College, Oxford. He was appointed to the Indian Civil Service after the exam of 1881 and arrived in India in December 1884. He served in Burma as Assistant Commissioner, being appointed Deputy Commissioner in October 1890, and Commissioner in September 1903. He served as Commissioner of the Magwe Division, Burma, 1901-11. He was appointed a Companion of the Star of India, C.S.I., in January 1910, and retired in November 1911. During the Great War he served with the Anglo-French Red Cross 1914-17, and with the Ministry of Food 1917-18. He died on 26 August 1947.
