Thomas Walter Bartlett was born in Islington, London, on 16 November 1847. He was employed on the various State Railways in India for many years, joining the Rajputana State Railway as an Assistant Engineer 2nd Grade on 31 January 1871. He attained the rank of Executive Engineer 1st Grade on 12 February 1891. Bartlett was thanked by the Government of India for services on the Bolan Railway, 1885-87, and also for good services rendered in the protection of the Eastern Bengal Railways during the floods of 1890.

A keen and long serving Volunteer, he served in the ranks for a number of years. He was granted a commission as a Lieutenant in the Bengal-Nagpur Railway V.R.C. in October 1888. He was placed on the Supernumerary List of this Corps in February 1891. Later, in November 1891, he was appointed a Lieutenant in the Eastern Bengal State Railway V.R.C. He was promoted to Captain in December 1895 and was awarded the Volunteer Force Long Service Medal by G.O. No. 1271, of November 1896. He was placed on the Supernumerary List on 24 April 1896 and transferred to the Unattached List of the unit in April 1898 but was transferred back to the unit in November 1900. Bartlett was awarded the Volunteer Officers’ Decoration in the Gazette of India of 9 March 1901. Captain Bartlett resigned his commission on 3 May 1901 and was granted the honorary rank of Major.
