Arthur Mellor was educated at Wakefield Grammar School and at University College, Oxford. He graduated from the latter with a B.A. in 1897 and later, in 1922 gained a M.A. Employed by the Indian Civil Service, he served early on in Bengal as an Assistant Magistrate and Collector. In 1912 he was appointed a District and Sessions Judge, being appointed to Assam in 1917. In 1921 he was appointed Legal Remembrancer, Assam; retiring in 1926. As a Private in the Assam Valley Light Horse he was awarded the Volunteer Force Long Service Medal, published in I.A.O. 977 of November 1924. With copied research.
