Ralph Archibald Conlay was born on 31 October 1902. He was first commissioned on 31 January 1923 and was promoted to Lieutenant in January 1925 and entered India in March the same year. He was promoted to Captain in January 1934 and Major in January 1940. He held the rank of Acting Lieutenant-Colonel at various times during 1941, 1942 and 1945-48, being promoted to that rank in July 1948. Conlay was Garrison Engineer, Bangalore, 1925; Assistant Garrison Engineer, Aden, 1927; and Garrison Engineer, Ambala, 1928. Later he was Assistant Commander Royal Engineers, Lahore, and Staff Officer 2nd Grade, G.H.Q. Madras Sappers and Miners Group.
