William Norwood Lowe was born in Wyke Regis, Weymouth, Dorset on 8 July 1885. A Labourer by occupation and a member of the 3rd Battalion Dorset Regiment (Militia), he attested for service with the Army Ordnance Corps at Weymouth on 7 June 1902. Serving at Home, he transferred to the Army Reserve in June 1905 but rejoined the Colours in December 1905. He then transferred to the Army Reserve again in June 1910. having been discharged from the British Army, Lowe then emigrated to Canada, and on 12 June 1911 he enlisted in Toronto into the Canadian Ordnance Corps. He then served with the Candian Forces in various capacities until 7 October 1945. Lowe was promoted to Warrant Officer Class 2 in August 1919; Warrant Officer Class 2 (Sub-Conductor) in July 1926, and Warrant Officer Class 1 (Conductor) in December 1933. He was awarded the Permanent Forces of the Empire L.S. & G.C. in 1922, this published in the
Canada Gazette of 27 May 1922. On the outbreak of the Second World War he was appointed a Temporary Lieutenant, Canadian Active Service Force, on 1 September 1939. He was advanced to Temporary Captain in May 1941; Temporary Acting Major, July 1944, and Temporary Major, January 1945. Whilst in Canada he served at the R.C.O.C. Depot at Regina, July 1926-1933, and then at the Depot at Toronto, 1933-1944. Lowe was rated as an Ordnance Experimemtal Officer 3rd Class in September 1939 and 2nd Class in May 1941. He was posted to the Ordnance Depot at Saskatoon and rated an Ordnance Experimental Officer 2nd Class and Acting Major in July 1944. Awarded the Army L.S. & G.C. (Canada) in 1945, this published in the Canada Gazette of 19 May 1945. Temporary Major Lowe retired on a pension on 7 October 1945. Sold with copied research.
