Lindsay Arthur Paddon Row (or Paddonrow) was born on 18 February 1912. He joined the Indian Police as a Probationary Assistant Superintendent at Bombay in November 1932 and was confirmed in that rank in November 1934. Appointed Superintendent in February 1943 and Deputy Commissioned, Bombay, in February 1943.
