Charles McDowell was born on 8 September 1880 at Woodhey, High Bebington, near Birkenhead. Educated at Cheltenham College and Heidelburg College, Germany, he was by occupation a Farmer. He was commissioned a 2nd Lieutenant in the 2/2nd Lovat’s Scouts Yeomanry on 25 June 1915. He joined his unit in Egypt; entering that theatre of war on 11 January 1916. In April 1916 he was seconded for duty as a Rail Traffic Officer with the rank of Temporary Lieutenant, being appointed to that rank in June 1916. McDowell was appointed a Staff Lieutenant 1st Class in December 1916 and Temporary Captain in October 1918. He was disembodied on 6 August 1919.
