Joe Elliott was born in Yorkshire in October 1892 and entered the Royal Navy as a Stoker 2nd Class in May 1911. He subsequently served in the battleship H.M.S. Venerable from the outbreak of hostilities in August 1914 to December 1916, in which period he was present at bombardments off the Belgian coast and operations in the Dardanelles, and, from July 1917 until the end of the War, in Europa I and II, torpedo boat destroyer bases in the Aegean. Advanced to Chief Petty Officer in June 1919, he was discharged in June 1922.
