Of the 50 medals struck, 21 awards were made between late 1903 and 14 January 1909; the remaining 29 medals were returned to the Royal Mint.

William Eyre Powell was born on 28 April 1872 in Waikato in the then Auckland District of New Zealand. He attested to the Torpedo Corps of the Royal New Zealand Artillery on 2 July 1890. He then transferred to No. 2 Service Company of the R.N.Z.A., 19 September 1896-14 October 1902 and then the Royal New Zealand Engineers, 15 October 1902-30 September 1907. He transferred back to the R.N.Z.A. for a short time before retiring on 11 August 1908, after total service of 18 years and 41 days. The award of his New Zealand Long Service and Good Conduct Medal was promulgated on 7 September 1908 and included in the New Zealand Gazette of 17 September 1908, and stated in General Order 418 of 1908 of 19 September 1908. The Medal and Parchment Discharge Certificate were sent to Powell on 6 October 1908.
