Colin Patrick Heggarty was born in Fulham, London, on 22 January 1935. After service in the Royal Navy he emigrated to Australia under the assisted passage migration scheme, departing the U.K. on the Canberra on 9 April 1965. He subsequently enlisted into the Royal Australian Navy at Fremantle.
