Frederic Blundell Mein was born in Cheltenham on 6 July 1860 and was a Cadet at Sandhurst. He was commissioned a 2nd Lieutenant in the 84th Foot on 11 May 1878 and was transferred to the 63rd Foot on 27 September 1879. Promoted a Lieutenant in the 1st Battalion Manchester Regiment on 1 July 1881, he was transferred to the Bengal Staff Corps on 11 April 1882 and promoted to Captain on 11 May 1889. He became a Major in the Bengal Staff Corps on 11 May 1898. He entered India in January 1880 and served in Afghanistan during that year. He served under Brigadier-General T. G. Kennedy as a Wing Officer at Takht-i-Suliman during 1883, and was mentioned in despatches for his work as an Assistant Signaller. Under General Sir W. Lockhart, he served as an Officiating Wing Commander in the 1st Miranzai Campaign of 1891. As an Officiating Wing Commander and Brigade Major, he served under Colonel Hastings in the Khajuri Kach Field Force, 1892-93 and under Major-General Corrie Bridge, he served in the Tochi Field Force, 1897. Sold with copied service papers which confirm the award of the two medals.
