Agnes Elizabeth Weston (1840-1918), a devout Christian and active in the temperance movement, opened the first of her ‘Sailors’ Rests’ in Devonport in May 1876. The ‘Sailors’ Rest’ was both a hostel and restaurant for sailors. Further establishments were opened at Portsmouth, Portland and Sheerness. Public recognition of her work came in 1892 when Queen Victoria gave permission for the buildings to be called ‘Royal Sailors’ Rests’. In 1901 Miss Weston received an honorary LL.D. from Glasgow and in 1918 she was created a Dame of the British Empire.
