George Gower Collins was born on 6 July 1856. Joining the Police in Burma, he was appointed Assistant District Superintendent of Police on 20 October 1882 and served as District Superintendent of Police in Prome, Thongwa, Pegu and Rangoon. In March 1884 he was appointed Assistant Commissioner 4th Grade at Tharrawaddy and in October that year was appointed Assistant Superintendent, Rangoon Jail. After a brief spell as Assistant Commissioner 4th Grade in Myingyan District, he fell ill and went on extended leave. Upon his return in February 1888, he was appointed Assistant Commissioner 4th Grade, firstly for Natmauk, then successively, Salin, Pagan, Salin, Natmauk and Katha. In the latter place he was promoted to Assistant Commissioner 3rd Grade in April 1890 and 2nd Grade in March 1891. On leave from May 1892, he returned in November 1893 to take up the post of Assistant Commissioner 2nd Grade for Shwebo and was promoted to Assistant Commissioner 1st Grade in December 1894 and officiated as Deputy Commissioner.
