Francis Henry Wells was born on 5 May 1863. Joining the Burma Police, he was appointed Inspector of Police 4th Grade, of the North-Western Provinces, on 1 April 1886 and Assistant District Superintendent of Police 2nd Grade for Mandalay on 6 January 1887.
