Walter David Hall was born at Brighton, Sussex, on 27 February 1883 and joined the Royal Navy as a Boy Second Class on 25 May 1899. He was advanced to Ordinary Seaman in H.M.S. Glory on 27 January 1901, to Able Seaman on 4 December 1902; and to Leading Seaman in H.M.S. Cochrane on 7 September 1911. He served throughout the Great Wa in a variety of ships and shore based establishments,, and was promoted Petty Officer on 1 March 1915. He was awarded his Long Service and Good Conduct Medal in 1919, and was advanced to Chief Petty Officer in H.M.S. Cormorant on 1 March 1921. He was shore pensioned on 19 February 1922.
