James Herbert Failes was born in Westminster, London in 1872. Initially a blacksmith by occupation, he joined the 2nd City of London Rifle Rifle Volunteers in 1889 and served in South Africa with the Infantry Battalion of the City Imperial Volunteers during the Boer War. On 13 April 1908, while still belonging to the 2nd City of London Rifle Volunteers, he attested for a 1 year engagement with the 6th Battalion, City of London Rifles, terminating on 12 April 1909.
