Harry Leonard Webley was a native of Bournemouth, and was commissioned Temporary Sub-Lieutenant, Royal Naval Division, Royal Naval Volunteer Reserve in August 1915. He served in the French theatre of war before being hospitalised with Colitis in October 1916. Webley transferred as Honorary Lieutenant to the Royal Air Force in April 1918, before reporting to the Colonial Office for consideration for reappointment in the East African Police.
