William Glover was born at Soberton, near Fareham, Hampshire, on 26 April 1840, and joined the Royal Navy on 17 June 1859. Advanced Able Seaman on 1 February 1962, whilst serving in H.M.S. St. George, he transferred in the same rate to H.M.S. Royal Sovereign on 10 February 1864, and was advanced Leading Seaman on 1 October 1865. Transferring next to H.M.S. Malacca on 28 November of that year, he was advanced to Captain of the Forecastle on 22 October 1868, and was promoted Acting Boatswain, in H.M.S. Excellent, on 10 September 1869. Confirmed as Boatswain, he served in H.M.S. Serapis during the Egypt and the Sudan campaign of 1884.
