London Gazette 12 December 1919 'Honours for services in Russia.'

Admiralty letter of 15th August 1920 gives the following citation: "The medal to Webber was awarded for services with the Dwina River Expeditionary Force 1918-19 in connection with which he was specially reported as having exhibited devotion to duty and great ingenuity in devising and carrying out improvisations in the method for slinging cots for serious cases, and for his excellent work regardless of personal danger, when in charge of stretcher parties in recovering wounded from awkward positions and surmounting great difficulties in the removal.” The group is sold with several original testimonial letters and Admiralty letters concerning his M.S.M. giving full citation details.
