Reginald Humphrey Lee Pennell first entered the Egypt theatre of war as a Captain in the Royal Engineers in December 1915 and was awarded his Order of the Nile in respect of subsequent services on attachment to the Egyptian Ministry of Public Works at Port Said (London Gazette 15 June 1917, refers).
