William McKelvie was born in Dumfries on 19 April 1871. A Stoking Maker by occupation and a former member of the King’s Own Scottish Borderers, he joined the Metropolitan Police on 30 March 1896, serving with ‘Y’ Division. He was removed from the force on 27 September 1899. With copied service papers.
