William Robinson was born in Lincoln on 29 May 1891. A Fitter & Turner by occupation, he entered the Royal Navy as an Acting Engine Room Artificer 4th Class on 16 March 1915. He served on the battlecruiser Indefatigable, May-June 1915, before serving with the Dover Patrol on the destroyer leader Faulknor, February 1916-October 1918. Robinson was appointed an E.R.A. 4th Class in September 1916; E.R.A. 3rd Class in March 1918; E.R.A. 2nd Class in March 1922; E.R.A. 1st Class in March 1927 and C.E.R.A. 2nd Class in February 1928.
