Edward Henry Scamander Clarke was born in 1856 and was educated at Cambridge House School, Blackheath. He entered Indian Government Service in 1875 and became an Extra Assistant Commissioner in the Punjab in 1880. He served in the Afghan War 1879-80 as a Personal Assistant to the Chief Political Officer and was employed by the Afghan Boundary Commission , 1884-86. Next employed on Special Duty at St. Petersburg, 1887, and was Assistant Political Secretary with the Kabul Mission in 1893 - for which service he was awarded the Afghan Gold Order of Hurmat. He was then employed as the Assistant Under and Deputy Secretary to the Government of India, Foreign Department, 1894-1912, and acted as Assistant Political Secretary to the India Office, 1917-18. For his services he was awarded the C.I.E. in 1904 and C.S.I. in 1911. Sold with copied service details.
